Description
We are offering an exciting opportunity in the public transport industry located in Burnsville, Minnesota. We are seeking a Planning Manager who will be responsible for a range of duties including managing complex planning projects, overseeing consultant contracts, and leading service improvements. This role also involves the use of technical and software skills to improve the efficiency and effectiveness of our service.
Responsibilities:
Manage and mentor team members, providing performance evaluations, training, and guidance to ensure effective project execution and high-quality service delivery.
Oversee complex planning projects, conduct research and analysis, and evaluate planning-related legislation relevant to departmental goals.
Develop and manage consultant contracts, including preparing scopes of work and requests for proposals.
Investigate and implement service changes, working closely with leadership and public information teams to address service requests and market updates.
Lead service improvement initiatives, including identifying underserved areas, optimizing capacity, and balancing priorities with available resources.
Direct service planning activities, such as schedule creation and adjustments, route optimization, and production of related documentation.
Utilize planning software to evaluate and enhance service efficiency, including maintaining technical documentation, programming updates, and ensuring accuracy of transit data systems.
Analyze and interpret data to guide planning efforts, support service evaluations, and align with strategic goals.
Monitor and assess system performance, leveraging technology to refine operations and report findings to internal and external stakeholders.
Manage compliance and reporting requirements, including Title VI analyses, while addressing environmental studies and new development proposals.
Collaborate with regional partners, stakeholders, and the public to achieve transit objectives and growth.
Prepare and oversee departmental budgets, ensuring alignment with organizational goals and financial guidelines.
Provide recommendations and insights to leadership on planning and service-related matters.
Perform additional duties as assigned to support organizational goals.
Requirements
Qualifications
Bachelor’s degree in urban planning, transportation, geography, public administration, or a related field.
Minimum of 5 years of experience in transit planning or a related field, including management responsibilities.
Proficiency in analyzing transit operations data, such as AVL, APCs, and ridership metrics.
Solid understanding of regional transit governance and public policy.
Advanced skills in Microsoft Office Suite and relevant planning software, including GIS, Adobe Illustrator, Avail, and Optibus.
Certification as an American Institute of Certified Planners (AICP) or willingness to obtain within two years.
Salary and Benefits:
Salary range for this position is between $92K-$129K
