Robert Half HR Specialist in HOMESTEAD, Pennsylvania



The Human Resources Specialist is responsible for providing technical assistance to directors, supervisors, and employees regarding recruiting, training and human resources related matters.


Bachelor’s degree in related field (accounting, finance, human resources, etc.) and two (2) years of experience, training, or education within the Human Resources discipline.


  1. Assists in ensuring that daily operations within the work group are consistent with TSI’s mission statement and guiding principles. Communicates the vision of TSI to prospective employees, and the work group.

  2. Initiates position requisition process for new positions and newly vacant positions.

  3. Posts available positions on the TSI website and other recruiting sites (such as Indeed, Handshake, CareerLink, etc.).

  4. Attends various job fairs and college recruiting events as directed. Coordinates agency job fairs as directed.

  5. Sources candidates, reviews resumes and applications to assure candidates meet position qualifications.

  6. Completes initial interviews and selects candidates to move to second interview.

  7. Coordinates second interviews with supervisor/hiring manager and their supervisor.

  8. Reviews and updates standard interview questions.

  9. Completes background checks including professional references, confirmation of prior employment, confirmation of diploma/degree, criminal background check, motor vehicle check (when applicable) and FBI check (when applicable).

  10. Makes job offers while ensuring pay equity.

  11. Creates and sends offer letters and new hire paperwork.

  12. Maintains job folders.

  13. Creates employee files for new hires.

Human Resources:

  1. Coordinates, schedules and conducts new hire orientation.

  2. Ensures new hires are eligible for employment under the Immigration Reform and Control Act.

  3. Coordinates training with outside providers as assigned.

  4. Assist supervisors with training needs assessment and consultation for employee skill development.

  5. Assists with development of the annual training plan based on feedback from employees and management.

  6. Assigns trainings to employees in Relias as needed.

  7. Assists with administration of COBRA, Workers’ Compensation and Family Medical Leave.

  8. Disseminates information concerning federal, state and county EEO requirements as assigned.

  9. Attends scheduled department and Agency committee meetings as needed or required.

  10. Participates in and/or provides leadership to Agency committees, groups, and activities.

  11. Assists with backup duties assigned by HR Director.

  12. Performs other duties as assigned.

    Requirements - Knowledge of HR functions and procedures, including compensation and benefits, recruitment, training and development, and managing employee relations

  • Must have exceptional interpersonal and communications skills

  • Prior knowledge or experience in HR or recruiting

  • May require a bachelor's degree in HR or a professional certification in human resources, business management, or a related field

  • Proficient with office computer applications and software, as well as social media platforms

  • Experience using Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS)

  • Working knowledge of federal, state, and local laws
