Description

We are seeking a talented HR Manager to support our municipality client with interim HR Management support! Please read the duties below and if interested, APPLY!

Position Summary:

The City is seeking an experienced HR Manager to oversee the day-to-day operations of the Human Resources Department. Reporting to the Deputy Administrator, this role will encompass various responsibilities including labor relations, employee development, policy administration, and strategic planning. The ideal candidate will have a strong background in HR management, excellent communication skills, and a commitment to upholding the City's mission and values.

Key Responsibilities:

Labor Relations Management: Lead labor/management meetings, resolve disputes and grievances, ensure accurate implementation of labor contracts, and provide technical advice to management and employees.

Negotiation and Contract Administration: Collaborate with City administration on negotiation strategies, research and analyze data for negotiation purposes, serve as Chief Spokesperson or key liaison during negotiations, and oversee ongoing contract administration.

HR Program Oversight: Direct various HR programs and services including employee relations, recruitment, classification analysis, compensation administration, employee development, performance management, and HRIS maintenance.

Departmental Leadership: Plan, direct, and evaluate HR department operations, organize workloads and staff assignments, supervise HR staff including hiring, training, and performance evaluation, and provide leadership and mentorship.

Strategic Planning: Develop short and long-range plans for HR programs, recommend integrated personnel policies and procedures, monitor program effectiveness, and suggest modifications as needed.

Advisory Role: Serve as a technical advisor to the Deputy Administrator, Department Directors, and employees on HR-related matters, providing professional guidance and support.

Employee Misconduct Investigations: Investigate complaints or allegations of misconduct, ensure thorough and valid investigations, and make recommendations to management for appropriate action.

Budget Management: Ensure that assigned areas of responsibility are performed within budget, monitor revenues and expenditures, prepare annual budget requests, and ensure efficient use of resources.

Requirements

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field; Master's degree preferred.

  • Minimum of 5 years of progressively responsible experience in HR management, with at least 2 years in a supervisory role.

  • Thorough knowledge of labor relations principles, contract negotiation, and HR best practices.

  • Strong leadership, communication, and interpersonal skills.

  • Ability to work collaboratively with diverse stakeholders and manage competing priorities.

  • HR certification (e.g., PHR, SPHR, SHRM-CP) preferred.
