Robert Half Procurement Specialist in Largo, Maryland

Description We are looking for a skilled Procurement Specialist to join our team in the Professional Associations industry, located in LARGO, Maryland, United States. In this role, you will be responsible for a variety of tasks related to contract management, including researching, processing, reviewing, and program monitoring. This role offers a contract to hire employment opportunity, providing comprehensive experience and development within the industry.

Responsibilities:

• Conduct research and process contracts, including various agreements such as Cost Reimbursement (CR), Firm Fixed Price (FFP), and Time and Material/ Labor Hour (T& M/LH).

• Assist in the development of Requests for Proposals (RFP’s) and Requests for Quotes (RFQ’s), including the formulation of Statements of Work (SOW).

• Act as an intermediary to ensure the fulfillment of obligations by sub-contractors, overseeing the upkeep of the boilerplates for contract types.

• Handle reporting for contract administration, developing and executing sound contract administration solutions.

• Administer, receive, review, and verify the accuracy of pre-award surveys for sub-contractor/sub-recipient requesting to do business.

• Negotiate agreements with selected contractors, providing guidance and direction to internal and external customers regarding contract implementation.

• Complete pre-award Survey Training Outline Review and Findings Report for time and material/labor hours (OJT) and Cost Reimbursement contracts within designated timelines.

• Verify and process all sub-contractor invoices and payment processing in conjunction with program performance standards and applicable laws and regulations.

• Negotiate with suppliers and sub-contractors to formulate procurement contracts, working closely with the Contracts and Operations Manager.

• Evaluate and audit contract performance to determine the need for amendments or extensions, as well as compliance of contractual obligations. Requirements • Minimum of 3 years of experience as a Procurement Specialist or in a similar role

• Proven expertise in Buying Processes and Contract Compliance

• Demonstrated experience in Bid Proposal and Contract Negotiation

• Proficiency in Microsoft Excel is a must

• Experience with Government Grants and Grant Accounting

• Knowledge of Ad Hoc Reporting and Firm Fixed Price

• Strong analytical and strategic thinking skills

• Excellent communication and negotiation skills

• Ability to handle multiple tasks and meet deadlines

• Bachelor’s degree in Business Administration, Logistics, or relevant field is preferred
