Payroll and Human Resources Manager

Resources Legacy Fund (RLF) seeks a Payroll and Human Resources Manager to manage human resources programs, with a focus on providing oversight for payroll and managing benefits programs for RLF and contracted organizations. Position Summary

The Payroll and Human Resources Manager oversees multi-state payroll and benefit administration for a staff of 100+ employees for RLF and for select organizations pursuant to RLF service agreements. This full-time position is exempt and reports to the Director of Human Resources. Duties include:

Directs and manages payroll processing and procedures to ensure accurate and timely processing and distribution of employee payments. Oversees RLF’s time and attendance system for tracking employee hours worked by program.

Ensures compliance with applicable laws and tax obligations. Manages timely set-up for payroll in new jurisdictions.

Manage employee leave of absences and ensure accurate time off accruals and holidays tracking.

Serves as a point of contact for day-to-day employee questions regarding payroll and human resources.

Supervises, trains, and mentors the Human Resources/Payroll Specialist. Provides payroll system training and guidance to staff as needed.

Leads and participates in cross-functional projects as needed to improve HR/Payroll processes, policies, and systems.

Manages the annual workers’ compensation audit.

In coordination with the HR team, administers employee benefit programs. Provides day-to-day administration of the 401k plan and manages reporting.

Performs other duties and special projects as assigned.


This is a full-time, exempt position. While this position is based in Sacramento, CA, please note that due to COVID-19, RLF offices are closed, and we remain a fully remote organization until further notice.


Bachelor’s degree in finance, accounting, or related field required.

At least five years of relevant work experience managing multi-state payroll required.

Demonstrated knowledge of tax and wage laws.

Experience supervising payroll processes and staff.

Certified Payroll Professional (CPP) designation preferred.

Experience managing employee leaves of absence preferred.

Experience with job costing is desirable.

Strong computer literacy including proficiency in Excel.

Compensation and Benefits

Salary range of $80,000 - $90,000. We offer a comprehensive benefit package including medical, dental, vision insurance, 401k plan, and generous paid time off.
