Robert Half HR Manager in SALT LAKE CITY, Utah

Description • Provide support and guidance to HR personnel, agency management, and other staff when complex, specialized, and sensitive questions and issues that arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, as well as terminations.

• Provide guidance to the human resources department staff in the performance of their duties, establish work priorities, and achieve management initiatives.

• Partner with the agency leadership team to understand and execute the agency’s human resource and talent strategy particularly as it relates to current and future hiring needs in relation to retention and succession planning.

• Strategize and assist in the development of goals and objectives of the HR department.

• Manage emergency and pandemic responses for the agency and its employees.

• Oversee collection and compliance of health information related to emergency and pandemic mandated requirements.

• Ensure compliance with HS Performance Standards and CSBG Program Standards.

• Provide technical advice and knowledge to others within the human resource discipline.

• Serve as an internal consultant to managers, supervisors and employees on issues that affect performance, legal compliance, and business relationships.

• Develop and implement training and professional development initiatives for new hire orientation, employee professional development plans, supervisor and management development, and HR staff training.

• Ensure staff are hired with appropriate credentials and qualifications.

• Manage the administration of benefit programs to include: health, dental, retirement, disability, life, unemployment and ACA compliance.

• Develop and oversee performance evaluation structure within the HRIS.

• Communicate changes to personnel policies and drafts for board approval.

• Streamline business processes to maximize efficiency and effectiveness.

• Maintains knowledge of industry trends, employment legislation, and ensures agency compliance.

• Plan, develop, implement and administer programs, procedures, and guidelines that help align staff with the strategic goals of the agency.

• Establish and manage staffing practices and procedures necessary to recruit and retain an effective workforce.

• Develop and monitor annual HR budget.

• Oversee Federal and State compliance and HR reporting functions.
