Robert Half Program Accountant in San Antonio, Texas

Description We are offering a contract to hire employment opportunity for a Program Accountant in the government industry located in San Antonio, Texas. As a Program Accountant, you will be entrusted to manage the financial activities of assigned programs, ensuring strict adherence to federal rules and regulations. This role involves close collaboration with Program Managers and Directors to ensure the timely and accurate delivery of financial reports.

Responsibilities:

• Conduct rigorous financial analysis and revenue and expenditure forecasting.

• Develop and revise program and grant budgets periodically.

• Record funds received by the programs/grants assigned to the role.

• Collaborate with Program Directors monthly to ensure timely and accurate financial information delivery.

• Assist in the fiscal decision-making process for the assigned programs.

• Monitor monthly program and grant budgets, informing appropriate parties about under and overspending and developing strategies for resolutions.

• Maintain a record of all contracts for the programs/grants assigned to the role.

• Keep track of all reporting requirements due dates for the agency and grants, ensuring all reports are submitted accurately and on time.

• Stay current with compliance requirements of federal, state, and local grants.

• Participate in monitor visits or desk reviews by funders.

• Prepare and submit expense drawdowns for assigned grants.

• Prepare and submit journal entries to encumber or allocate expenses and to re-class revenue or expenses.

• Attend Finance Department meetings.

• Support the Director of Finance as needed with audit preparation, agency budgets, projections, and other projects. Requirements • Minimum of 5 years of experience in an accounting role within the Government sector

• Proficient in Accounting Software Systems and Sage Accounting Software

• Familiarity with ERP - Enterprise Resource Planning

• Ability to perform all Accounting Functions with accuracy and efficiency

• Experience in Budget Allocations, understanding Budget Constraints, and Budget Monitoring

• Knowledge of Grant Accounting is essential

• Experience in Month End Close procedures

• Proficient in Financial Statement Preparation

• Familiarity with Sage Intacct is a plus

• Expertise in Microsoft Excel for financial analysis and reporting

• Ability to work collaboratively in a team-oriented environment

• Strong communication and interpersonal skills for liaising with various departments and stakeholders

• Bachelor's degree in Accounting, Finance or a related field is required

• Relevant professional certifications such as CPA will be an added advantage.
