Robert Half Finance Manager in West Side, Ohio
Description
We are in search of a Finance Manager for a west city of Cleveland. The role involves overseeing the management of financial records, maintaining an accurate account of all taxes, assessments, monies due, receipts, and disbursements made by the Municipality and Municipal Utilities. This role is critical in advising the Mayor and Council in the preparation of estimates, budgets, and appropriations.
Key responsibilities:
• Overseeing and directing the activities of the accounting function, including coordinating, administering, updating, and evaluating processes, procedures, systems, and standards.
• Reviewing and auditing internal financial reports, worksheets, general ledger entries, and other documents created by subordinates.
• Preparing, submitting, and maintaining the annual budget as well as preparing budget forecasts.
• Completing annual comprehensive financial reports and other financial reports in preparation for the annual audit.
• Maintaining an accurate record of all taxes, assessments, and all monies due the City, including maintaining accurate records of all tax assessments with the County auditor.
• Managing staff, including prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained, ensuring employees follow policies and procedures, maintaining a healthy and safe working environment.
• Serving as a liaison with the Utilities Department in the reconciliation of bank statements.
• Preparing documents such as notes for loans or bonds, annual audits, and annual comprehensive financial reports within fund balances approved by Council.

Requirements • Must hold a minimum of 10 years of experience in a relevant field
• Proficiency in Accounting Software Systems is essential
• Experience with ADP - Financial Services is required
• Familiarity with Concur software is a must
• Proficient in CRM and Enterprise Resource Planning
• Demonstrated ability to manage Accounting Functions effectively
• Experience with Accounts Payable (AP) and Annual Budget preparation
• Proficient in conducting Auditing and managing Budget Processes
• Must have a solid understanding and practical experience of financial management
• Excellent analytical, strategic planning, and coordination skills
• Strong communication and leadership skills
• Proven ability to work under pressure and meet deadlines
• Bachelor's degree in Finance, Accounting, or related field
• Professional certification such as CFA, CPA, CMA, or similar is preferred
• High ethical standards and professionalism, with a commitment to confidentiality
• Proficiency in Microsoft Office Suite, particularly advanced Excel skills
• Excellent problem-solving and decision-making skills.
